Canada is a beautiful place. I saw the tourism commercial last night on cable. I think that slogan you've got - "Come to Canada and Feel Better About Your Own Country" - is very catchy.

I agree with Peter's reasons. As far as a vacuum moving more air than a positive displacement system (minor math ahead): In a duct, the pressure drop (corrected to standard air density and pressure)

Blue smoke out the tailpipe, only under high vacuum conditions (throttle lift off, "chug-chug" idle). It drove me nuts! Thought it was guides at first, necked down PCV to desired effect.

Not sure about DGV, but DCOE has no vac advance provisions. Maybe you're missing the vac advance at those conditions? I had similar symptoms for the first run around the block, then advanced timing
