- It appears to me that the value is just starting to open when the rocker just begins to touch the valve stem. Just closing would be when the value is fully open and then just starts to come back up

- Make sure you are on the compression stroke. Both valves should be closed, Check your rotor alignment to the #1 ign wire. You also can have TDC on the exhaust stroke. Your exhaust valve will be open
