I'd say that the holes in that bracket define one end of the "dimensional characteristics". The distance from those holes to the spring seat must remain Stock, and also the distance from those holes

If the spec is in metric but works out to 6.6", then 6.5" would be legal. If the spec is actually 6.6", then I think you're not allowed to change it. Maybe I'll write a letter (again) suggesting that
