Yes Mark this was the case. It has been this way for some years and is well 
publicized in all the TRF fliers and web page. I don't know how they would put 
on an event of this magnitude and leave it open to the public. I know in years 
past befor they "locked the doors" there were people that participated in the 
event without paying.
