David, it sounds kind of like you're describing what the old-timers call a
"safety braker" (or is it "safety breaker").  It's *supposed* to help combat
lockup caused by out-of-round drums, warped rotors... anything that would
cause a pressure spike in the hydraulic system.  People's opinions of these
devices vary (folks with drum brakes seem to like them more often), but the
inescapable truth is that they effectively soften your pedal.
