The Delong cam you have is a 296 degree duration grind on 108 degree lobe
centers. The clearance ramps are .019" tall. The lift is not given by this
information.
    The timing is : Inlet Opens...40 btdc,  ...Inlet Close...76 abdc.  Ex
Opens 76 bbdc, .... Ex Close 40 atdc.
that is measured at .019 tappet rise above the base circle, not at the
valve.  The cam looks like it could be advanced 2 or 3 degrees to good
advantage.
    The running clearance should be .022" to .023" measured at the valve at
normal operating temperature.
    This cam should produce power from  4500 rpm to 7000 or so.
