I can visualize an approach:
1. Get each set of rules from each org into HTML format
2. Make a "master table", with the orgs as columns and the categories
(bodywork, brakes, engines, safety), with sub-categories, as rows.
3. In the cells, put the reference number to the rule citation and make a
HTML link to that exact cite, which is a bookmark.
Not an easy task, but a good winter project. With a few folks working on
it, maybe just a few weeks?

PS I did exactly this to create a uniform set of technology (software,
hardware) acquisition agreements for my last consulting position. It worked
out pretty well.
