Jerry, it was SB42 the guv'nor signed. There were a few modifications
made to the bill that were approved by the Senate first. Originally it
would have exempted all cars 25 or more years old with a rolling cutoff.
In its final form, cars from 1973 and before will be exempt as of
1/1/98, and the 1973 cutoff will remain in effect until 2002 (or 2003?)
when it changes to a rolling 30 year old exemption. For some reason,
CARB was uncomfortable with putting in a rolling 25 year exemption right
away, but they didn't want to bump it up to a 30 year exemption.
Basically, the 25 year old and older cars are grandfathered, and no more
cars will be exempt until the 30 year rolling exemption switches in.
It's just a coincidence that 1973 is just before the catalyst era.
There's nothing in the law about catalysts. This is unfortunate for the
74-78 crowd who will have to wait a lot longer to become exempt. It's
possible CARB didn't want a lot of people yanking off air pumps and cats
right away.
Bottom line? A whole bunch of cars with primitive smog controls will be
exempt the first of the year. ;=)
