the best guideline is don't do it.  since no one knows the metallurgy,
where are fractures?, etc.  grinding away on a piece of steel that is
spinning 7000 rpm beside your foot is not a real great move.  get a new
flywheel.  aluminum or steel light versions are available.  ted
