That switch puzzled me for a long time. 

I believe what I eventually figured out was that one switch turned on the
light if the door was open with the ignition on and one swich turned on the
light if the door was open and the lights were on.  Those two events do not
always occur simulaneously.

I'm by no means certian of that but it was my thinking at the time.  Of
course, my car is also apart right now so I can't verify it.
