The limit varies by state.  I'm pretty sure it used to be 3500 lbs here in
California (back when I was doing it), but it's apparently been lowered to
1500 lbs (about 700kg, still under the weight of a TR3) now.  But devices to
make the brakes functional in a towed car are readily available (if not
particularly cheap).
