I'm not sure Rustoleum ever gets fully hard.  I have a TR6 that was painted
with it many years ago. I had to use aircraft stripper as sanding just made
rubbery swirl marks (after loading up the paper in mere seconds).

Don't get me wrong, I like the stuff and the wheel application sounds like
a reasonable one. On a car...not so much. I will say this, I didn't find
much rust under the finish.
