Unfortunately, the no charge at idle is more it less normal for these early=
 Lucas alternators=2E The light may or may not be on, but they just don't c=
harge=2E (And the discharge is current going to other things, like ignition=
 and fuel pump=2E)

The light glowing at higher speed (when it is charging, as shown by your v=
oltage measurements) probably indicates low voltage from the ignition switc=
h=2E Bad connection in the wires to/from the switch, or perhaps the switch =
itself is bad=2E

Could be other things, but that's where I would start=2E Run the engine at=
 fast idle, and compare the voltage from a white wire (to ground) with the =
voltage on the brown/yellow that comes out of the voltage regulator=2E If t=
he white wire is lower, you have a bad connection somewhere=2E
