When I was having problems similar to what you experiencing, it was determined that the two washers on the top of the float bowls were upside down. The washer with the three notches needs to be on the bottom so the bowl can vent. It sounds simple but what a pain to find, the carb that was giving me problems kept flooding after I shut the car down which made it very difficult to start as it had the excess gas in the manifold.
