Guy, It's been my experience with my TR4 and TR6 that this fuel on top of the fuel pump is fuel that has somehow wicked from leaking inlet or outlet fuel lines. I'd look at possible cross threading or insufficiently tightened fuel lines at the pump. Once those lines are properly seated, the fuel smell and wetness on top of the pump will be eliminated.
