Yes, there's always been a fee for "Historical" registrations in New 
York. But once you get past initial registration of the vehicle with 
either State-issued Historical plates or Year-of-Manufacture plates 
(that you provide), it's the same yearly fee of $28.75 for either type 
of plate.
