The vacuum advance port is designed not to have vacuum at idle.
If you open the throttle suddenly, there is also very little vacuum; and if
you open it slowly, the engine over revs.
The solution is to either rig the vacuum gauge so you can see it while you
drive; or not worry about it and trust that it works.
