I have never had a problem here in Central NY. I show then the bill of sale
and that is how the tax is computed. The only problem is we are the highest
taxed county in the country.
No photos, inspections etc are required. Just the title or previous
registration signed over + the mileage declaration.
But since the VIN #s are so old, they are not in their "database" and have to
go ask the supervisor what to do. I believe the VIN # check is to see if it
is stolen.
When I registered my 63 TR4 a few years ago, this process took about 1/2 hour
and the clerk just kept shaking her head like she didn't think the Ohio title
was valid. But she finally said ok and away I went with my new plates.
