[TR] dielectric grease

When I bought a tube of this dielectric grease, the auto parts guy said it
"insulates the connection."

Does this mean that if it's smeared on a metal surface, it will insulate that
surface from making a connection 'thru it'?  (Will it have to be wiped off
first?)
