I am happy to hear it is not broken. There is a row of dimples in the
control head tube that fit in the slot on the stator tube (or vice versa, but
I am
pretty sure it is what I said) that are supposed to keep it from turning.
You are likely going to have to reestablish those to grip the slot. As well I
would investigate if there is excess binding that has caused them to wear
and rotate in the tube.
