I believe the answer is "no".  Sounds to me like the second step involves
adjusting the "idle trim screws" that bleed air around the throttle plates,
rather than the position of the throttle plate.

Are you sure this third step isn't talking about adjusting the choke
(starting bar) itself ?  In any case, I'm pretty sure you don't loosen the
clamp again, the clamp stays at the setting determined in step one.

But I don't have a TR6 Bentley handy (and my home computer is on the fritz),
so I'm just guessing.
