I believe he was stating his opinion, as is his right. The only difference
between his opinion and the opinion of Joe Average is that he is the heir to
the throne and his opinions are reported, dissected, dicussed and, in many
caes, ridiculed, because he is who he is. There is a whole industry in the
UK and in many other parts of the world devoted to pointing out the
idiosyncrasies, the mis-steps, and the foibles of the Royal Family and other
such luminaries.
I would have to say I agree with the opinion he stated back then - there
were some pretty ugly buildings built in the 50s and 60s and even as
recently as a few years ago. See:

On the other hand, a trip through the Docklands development east of London
will provide you with some excellent examples of stimulating, innovative and
downright spectacular modern architecture, especially when seen from the
river (I recommend taking the water bus from Greenwich to Westminster for
the best view of London).
