Hard to say, Paul. I searched TRF's data base, and the only "baffle plate"

Assuming you are talking about Moss 802-650, there are actually two
different seals that attach to it. The 'upper' seal, Moss 680-550/TRF
602079 is attached with pop rivets & a backing plate; while the 'side' seal,
Moss 680-410/TRF 650172 just slips over the side and is trapped by the
fender.

The plate & upper seal should be obvious (turned opposite ways for opposite
sides of the car); while the side seal can go either way.
> Can you wait until the fender's on before installing it?
If you are replacing them with new, I would suggest fitting the plate &
upper seal before the fender is installed, since I had to trim the upper
seal to fit my car and I assume the new plate has to be bent to fit. (I
kept the old plates, as they weren't too bad.) Then leave the plate bolts
loose while you install the fender, so the plate can be moved to match.
However, the assembly can be removed and installed with the fender in place.
Those seals were an "Aha" experience for me ... the first TR3 I drove didn't
have them. They do help greatly with keeping the cabin warm in winter; so
much so that I've considered taking them out for summer.
