any one ever repaired the oil seal behind the lever arm? how's the arm come
off? what did you use for the "O" ring?

That is not really an oring. It is a 1/2 inch thick rubber packing
that has 3 raised ridges retained in the shock body by a thin steel
washer crimped in place. The arm should be removed with the shaft as
the shaft is well pressed onto the splined arm. You'll note there are
2 notches in the arm. A suitable jig and press/puller is required.
Then you can pluck out the packing. You'll notice that there will be
3 grooves in the shaft from wear. A replacement packing isn't readily
available, nor would it work well, and you wont have a reliable way
to retain it.
Unfortunately, an oil seal isn't made to the correct dimensions of
bore and ID. (some "rebuilders" will attempt to use an RTV to make up
the OD difference) Even if an oil seal can be fitted, the shaft will
be scored enough that a seal's reliability is suspect. Of course a
Speedi-Sleeve or the like could be used.
A replacement is the most reasonable solution for the individual.
There are some very good options available.
