TR3 shocks have a fill plug in the side; the correct level is even with the
bottom of the hole.  If yours don't have the fill plug, then I'd allow roughly
3/4" of space empty at the top.

But I believe the empty space is needed only for expansion when they get hot,
overfilling shouldn't cause them to lock up.  Sounds to me more like you either
aren't applying enough force (they are pretty stiff), or the valve behind the
big brass plug on the side is blocked somehow.  As I recall, there are two
threaded adjustments in there, and screwing them down tight could cause the
shock to lock with oil in it.
