That would be fan performance, not quality. CFM is a suitable measure of
performance, but to be realistic, it should be CFM when pushing or pulling
through a comparable radiator. Many fan makers only quote free air movement,
which may or may not correlate with performance against a resistance. Although
not always the case, fans with higher free-air movement sometimes will move less
air against a restriction than fans with lower free-air movement.
Amps gets all tied up in motor and propeller efficiency, which again can vary
substantially.
