[TR] TR6 Union Jack decal

I'm about to have my TR6 painted.  I have bought new Union Jack 
decals, and I thought they would be applied before the clear coat. 
The painter pointed out that the current decals are just applied on 
top of the paint.  That was news to me, but he is right.  So when 
should the decals be applied?
