I'd have to make some measurements to be sure, but offhand I doubt it.  I think
it would dissipate more than 3 watts; and the motor wouldn't turn at all with
only 25 ohms in the circuit.

With the motor not turning at all, and the control set to 25 ohms, it's
dissipation would be closer to 6 watts than 3.
