Unless that "blocked" tap ..., make the effort to get
to it, open it and probe around until water/coolant
gushes out of there as well. ...so cover it as best
you can if you're worried about it. ...

Andy has a VERY good point!
Suggestion: AFTER one gets the coolant to flow as a
'gusher', the next time you want to drain at that tap,
connect a clear tube running from the tap to the drain
pan that's under the rad. tap. you can collect all the
coolant at 1 time & in 1 spot. Plus being able to
view the condition of the coolant as it is flowing
through the clear tube. The added plus is that you
don't get a drop of coolant on the starter, either. It
works for me!
