Possible (depending on how it was disconnected) but not likely, IMO. I'm
assuming from your comments that this is a 74-75 TR6 with the seat belt
interlock to the starter and a relay to control the starter solenoid. If
it's a 73 or 76, then the following comments still apply, except the
white/yellow wire comes from the starter solenoid instead of the starter
relay.
I would start at the coil, by identifying the two wires that supply power.
There should be a pink/white that comes from the ignition switch, and a
white/yellow that comes from the starter relay (assuming the relay was
retained when the seatbelt interlock was disconnected).
Pull the pink/white off, then see if you find 12v from it to ground (with
the key on but starter not engaged). If not then there is a broken wire or
the ignition switch is bad.
Remove the white/yellow, and reconnect the pink/white to the coil. Now you
should find either 12v or 6-9v on the coil terminal (again key on and
starter off), depending on whether the points are open or closed. If you
do, the problem is most likely in the white/yellow or the starter
relay/solenoid. (The engine will start and run fine without this wire, so
just leaving it off is an option.)
