Paul, without knowing what might have been done to these carburetors
otherwise, one thing I'd suggest is swapping the "domes" between the carbs,
making
sure to LEAVE the pistons in the original carburetor. It's always possible
that these got mixed up at some point in the past, and I have seen that cause
the problem you describe (pistons and domes are supposed to be a matched set).
NOTE: if this does NOT cure the problem, swap the domes back and keep
looking....
