What area of PA are you in?  There are varying degrees of emission 
inspections, all use the same basic rules but the test procedure varies 
depending on 
location.

Not all cars had cat converters in the early years, if the car met 
hydrocarbon emissions without a cat one was never installed.   Infact VW 
Rabbits in the 
early years had a factory service buliten to poke out the cat converter to 
gain power because the car complied with tail pipe emissions sans cat.

Generally the emission sticker will state whet equipment is on the car.    
PCV   EVAP  EGR   AIR  EFE and so on.  If your sticker does not say CAT the car 
never came with one.

I have a 1980 Chevy C-30 1 ton truck that never had a cat,fuel fill 
restrictor and the gas guage does not say "Unleded Fuel Only".
