Just a WAG, since I know nothing about Italias, but I'm guessing it used an
electrical temp gauge of the "double balanced" variety.  They have no return
spring, so the reading with the ignition off is pretty much random.  I've
seen GM products that do the same thing.

Not likely it's a mechanical movement, from the size & shape of where it's
located.
