I'll take on a couple of your questions!

51516 is the WIX number. The other might have an extra "1" on it; 1516 is
the NAPA Gold filter number (same manufacturer: WIX).

order to retorque the head. Is there a trick I'm missing?

No, that's how you do it...and then reset valve clearances.
