Is there some reason to assume it is not the horn relay ?
Dale, if you posted 'loaded' voltage measurements, I missed them.
According to Dan's schematic, the horns and headlights get their power
differently, so the problem almost has to be either inside the battery, or
in the ground cable between the battery and the chassis, or in the hot wire
between the battery and the junction Irv mentioned, in the hot battery lead.
IMO moving place to place with a voltmeter is going to be the easiest,
quickest way to find the problem, as contrary to popular opinion, one cannot
always look at a connection and see that it is good or bad. Open a door &
the trunk (the interior lights & trunk light all run off the #3 fuse), then
check the voltage to chassis right at the #3 fuse (both sides). If it's not
at least 11 volts, then work your way back towards the battery until you
find the poor connection.
