Thanks to all who responded. It seems the binding was between the dome and the piston, not the piston and the carb body. I unscrewed the piston from the diaphram so it could rotate freely and found that moving it 90 degrees freed it up. Re-tightened and it seems to be OK. Still marginally less free than the other, but if I had nothing to compare to, I would think it was normal.
