When they say slicks, they mean slicks. DOT stickies are
legal in Stock and Street Prepared categories, and roll bars
are not required there. The rule that requires roll bars
for open cars in Prepared category has the statement that
the intent is to not have open cars on racing slicks without
roll bars. So if your car is Prepared category just because
it has a hot cam and no carpet, it should be OK with DOT
tires.
