The TR4 arrangement is quite different. The top is separate from the frame,
and the frame doesn't extend to the windscreen.

your TR4 otherwise it'll stall.
Seriously, I noticed the flaps too for my TR6 top and they confused me as
well. I believe they are to tension the top from side-to-side. They fold
under the corners of the front of the frame. On my car, there is a rubber
seal that runs along the top of the door windows and that is mounted to a
chrome carrier. That carrier is screwed to the frame. Well those flaps pass
between the carrier and the frame and the flap ends wind up inside the car.
I believe that you can pull on them to tension the top then you tighten up
the carriers to hold the flaps in place. Then I just cemented the ends of
the flaps to the frame to neaten it up.
I have no idea if a TR4 has the seal and carriers or not.
This is just a theory as to how the flaps work. They did seem like they
wanted to work that way.
