I assume you are talking about the holes nearest the inner pivot, which have a
stud for the spring pan rather than a bolt.

I've checked my TR4A factory SPC, and workshop manuals.  I don't see any signs
of plugs in those holes.  My guess is that, just like the earlier TRs, the holes
were simply left open.  They seem to rapidly fill with oil & dirt anyway, I've
never seen corrosion in those holes.

You could just fill the holes with silicone caulk or "form a gasket" ...
