I believe the spring spacer is only needed if you use the short springs -
however, I don't believe you can purchase short springs new anymore. If
you're replacing your front springs, you can get rid of the spacers. If
you're using the old springs, they should be about 9 1/2" long to be used
with the spacers. I seem to recall that new springs are over 10" long.
Also, my '66 (64411L) had spacers, but my '67 (76262L) didn't. The parts
cars I've taken apart (all TR4) have had spacers.
On the fulcrum pin - on both of my TR4A's, the upper fulcrum pin's 'concave'
side is toward the engine. I would say the flat side is towards the outside
of the car by your description. I have a couple of photos that I will email
you - one pre-frame restoration and one post-restoration.

I look in the Bentley Manual, and they show it towards the inside of the
car.
