horn push

I am reassembling my steering column and I have the 3 prong horn push clip.  
my car had no horn push plunger so I am not sure which size I need.My question 
 is does the 3 prong horn clip go beneath the washer and nut that holds the  
steering wheel or does the washer go on first. How high up should the horn 
push  plunger come out of the steering wheel?
