Technically, Ed is correct. What SCCA regions do does not reflect what
SCCA in general does. These concours rules appear to be the domain of
the SFRSCCA and not the SCCA National Organization.

Actually they do ... and Certified Concours Judges, etc.. Not easy
to find but if you check out this link, you will see that at least
certain Regions, in this case San Francisco, do in fact conduct
Concours Judging ... they have judged the last one we entered,
Shriners Concours of Sacramento, and will do the next one, Palo Alto
Concours at Stanford. BTW there is no deduction (according to the
Chief Judge) for a "neatly installed 3 point seat belt(s)" ...
