Gas tank felt and insulation

Just got my gas tank back from MOYER Renu and am wondering about the 
purpose/necessity of applying the felt strips as Moss has pictured in it's 
catalogue. 
When i removed the tank it wasn't wearing any and there seems to be clearance 
between the tank and the back-"seat"(?) board. Also, another question, a 
length of what looks like insulating material was resting under the tank. Was 
this 
for sound deadening? Thanks,
