Adding boost and limiting rpm will still get you more power than just
raising the rpm until something breaks.

Sure, you won't be able to turn 9000 rpm.  But if you can make 200 hp at
4000 rpm, who cares ?  That's only about 16psi of boost for a TRactor
motor
... of course keeping the rest of the motor together might be a bit
interesting !
