Assuming you're talking about valve guide seals, they also shorten the life
of the guide.

If you've kept your top end oiling system stock and your guides are in good
shape, seals won't reduce oil consumption and smoke enough to notice.

Don't know for sure, but I suspect any effect on emissions is miniscule.
If you really want to improve emissions, add a real PCV system (not the pale
imitation that Triumph used on later cars).
