Having gone through the Texas Public School system, I raised an eyebrow
when I saw that original reference. I don't ever recall having heard
that Texas enjoys such a privaledge. (and I must say the due to the
Texas bravado, if that were the case, it would be highly publicized) In
fact I do recall that the flags were always flown the same way other
states do, with the Texas Flag in a subordinate position to the US flag.

P.S. There probably is a higher penalty for burning the Texas Flag than
the US flag! :)
