Powder coat frame

Hi List: I have never treated myself to the luxury of having a frame  
powder-coated. My 68 Herald will be at that decision point in a few weeks.
About what should it cost, and can you acheive the same thiing with a  "paint 
on", and how expensive are these?
What brand paint on if I decide to go that way?
