I chased exactly this problem around for an entire summer on my TR6. I,
too, had rebuilt the master cylinder and then replaced every part in the
entire braking system trying to solve this problem. In the end I found that
the rubber washers / seals supplied in the kit were too small for the
deepest bore. I don't know if the kit was wrong or if the cylinder had been
bored out. Anyway, I purchased a new ma$ter cylinder and the problem was
gone. I'm not familiar with herald brake systems, but if the master
cylinder has bores with two different diameters, this might be it.
