That's amazing to me considering how far inland they are.
We heard from a friend who lives in Short Pump, VA (Richmond suburb a little
farther out than the VTR host hotel) - she said they got 4-6 inches of rain
out there but downtown got 14 inches.
I don't know how far apart they are, but Shockoe Slip (VTR restaurant
caravan destination) and Shockoe Bottom are not the same place.
elevation (or lack of it) + big rain + proximity to river = big flood
