Confirming Float Bowl Level Relative to Carb Body

Quandry of the day is determining if the float level setting makes a  
difference.  Here's the puzzler:
 
I replaced one of my leaking hollow float bowl bolts (mounts the float  
chamber to the carb body) with one from Moss (370-080).  The new one from  Moss 
uses the usual two rubber grommets and one cupped washer.  The  bolt this 
replaced corresponds to Moss part #372-190.  My SU H6 Carb is  from a 1960 
TR3A.  The 
carb body number is ANC 6040.
 
After mounting the new bolt, I notice that the float chamber sits 3/16  
inches higher relative to the carb body than it did before.  Thus, several  
questions arise:
 
1.    Does changing the height of the float bowl  assembly relative to the 
carb affect the level of petrol in the carb jet?   I posed this question to the 
Moss tech guy and he says it should make no  difference.  Things I read online 
suggest otherwise.
 
2.    Assuming that the answer to the question above is  "yes", should I 
adjust the float valve tang to compensate for the now-increased  level of 
petrol 
in the float bowl?  
 
3.     Is there a manual way to confirm the  optimum setting of the float 
level, say, by inspecting the level of petrol in  the carb jet?  If so, what's 
the indicator of "optimum"?
